Following this order, the Department of Energy issued a “finding of no significant impact” (FONSI) for the DOME facility on June 30, 2025. This determination allows microreactor experiments to proceed without the need for separate environmental reviews, provided they adhere to preapproved limits.

The DOME facility, repurposing the historic EBR-II dome at Idaho National Laboratory, benefits from priority status under the Defense Production Act. This status further accelerates the testing of microreactors, underscoring the administration’s commitment to expanding nuclear power in the United States. As Mike Goff, Acting Assistant Secretary for Nuclear Energy, highlighted, these DOME experiments will play a crucial role in testing reactor designs that could power homes, military bases, and critical infrastructure.

The DOME facility, currently under construction, leverages existing infrastructure at the Idaho National Laboratory to host and evaluate fueled reactor experiments. The competitive selection process for participation in the DOME test campaigns underscores the high stakes and potential of this initiative. Westinghouse and Radiant were selected in 2023, and they are now navigating a multi-phase DOE authorization process. This process encompasses the design, fabrication, construction, and testing of each fueled experiment. The rigorous evaluation ensures that only the most promising technologies gain access to the DOME facility.

Each test campaign at DOME is expected to run for up to six months, with companies required to meet key milestones to retain their testing slots. The DOE recently concluded the first round of applications for DOME scheduling, with the next call anticipated in summer 2026.
