Thank you for pointing out how superior you are to the rest of us mere sheeple. I don’t believe for a second that this endeavor is going to happen anytime soon. But there is a company call Gravitics and they do have a government contract to work jointly with the Space Force. This was somebody’s pet project that they got money thrown into.
60 Million is the cost of pen and paper to write the contract. Going to need quite a bit more to be functional as article states. Who thought up this silly idea?

That was the original quoted cost of the jets. But the actual cost of them has ballooned to $350 million. Ridiculous either way in my opinion.
I doubt we hear too much about the program going forward. This article reads more like an attempt to justify paying $60 million dollars than any real facts about this platform. It costs more than that just to launch a medium size rocket into space. I can’t even imagine how they plan on getting that platform into space.
